In RI I paid about $65 to neuter a rotty/shepard mix he was about 90lbs. As you can see prices are all over the map. Call a few vets in a few different areas.
Call your local Animal Rescue League. They have assistance programs if you can not afford to nueter/spay. They offer help by way of a discount with certain vets who have agreed to do the operation at a lower cost.
I have heard that they do not use anesthesia. I do not know if that is true. I would image it is safe if that is the case. I don't know if my dog got anesthesia. He was groggy so he got something.
